A public interest mission
Support the professionalism of the electrical sector to limit the risk of accidents is the reason why professional organisations, energy distributors and consumer organisations assisted by the public authorities established, in 1964, the CONSUEL – National Committee for the Safety of Electricity Users
The main idea behind this creation is to encourage electrical contractors to self-check their work with regard to regulations and standards before powering up the installations, by making it compulsory for them to submit a Certificate of Conformity which they themselves fill in on their own responsibility.
Today CONSUEL is a recognized public utility association, under the supervision of the DGEC, which fixes the price list concerning our interventions. Our role is to ensure compliance with the safety requirements imposed by the regulations in force relating to electrical installations, by applying for the Certificate of Conformity.
A ministerial approval
Articles D342-18 to 21 of the Code de l’Energie which stipulate that the connection to the public electricity distribution network of an electrical installation of « consumption » or « production » is conditional upon the presentation to the energy distributor of a Certificate of Conformity of this installation to the safety regulations in force certified by an approved body.
The Order of 17 October 1973 modified by the Order of 22 November 2011 which gives approval to the CONSUEL to issue Attestations of Conformity in accordance with the rules of intervention annexed to the Order of 22 November 2011.

Our Board of Directors consists of three categories of members representing the different actors of the electrical sector : representatives of electrical contractor’s trades, representatives of electrical energy distributors, representatives of consumers associations.
This representation guarantees our independence and our duty of impartiality.
